This story merely questions the professional integrity of the Police and indeed there 'common sense', oh I'm sorry is that not part of the training they go through?
This is simply another way of scamming money from the general public, to pay back the money which was lost by the government as a whole.
If the man was travelling a 70mph on the motorway then 'maybe' they would have an argument, but whilst he was parked with his hand brake on at traffic lights?
